Book reads "Agencies which receive emergency relief funding from the
Federal Government may be required to distribute assistance on a regional
basis..."
The Federal Government does not require you to have set boundaries for the
distribution of assistance. This is the policy of individual agencies.
These amendments will be included in any future editions.
